DESCRIPTION


The issuing organization seeks a contractor to provide behavioral health comprehensive system evaluation, integration planning, technical specification development, and training services. The work will support behavioral health reporting and data coordination initiatives through system development, integration, evaluation, training, and sustainability services. The contract term is one year.

The selected contractor is expected to demonstrate strong expertise in SmartCare, including its configuration, functionality, reporting capabilities, and integration potential. Scope includes evaluating SmartCare's current configuration, workflows, data architecture, reporting tools, user practices, and security settings. The contractor will also assess gaps between SmartCare and systems used by partner agencies, including forensic, justice-involved, and community service providers, and analyze interoperability barriers, data flow challenges, and cross-system discrepancies.

Deliverables include a Pre-Project System Evaluation Report summarizing findings and initial recommendations. The contractor will also identify software, applications, modules, or configuration changes needed to support data, reporting, compliance, and coordination needs across participating agencies. Additional written recommendations are required for procurement, upgrades, integrations, or workflow modifications, along with development of a data crosswalk and data dictionary to standardize data elements, mappings, terminology, and reporting structures across agencies.
