The State of Nebraska is seeking qualified vendors to supply a comprehensive Automatic Vehicle Locating (AVL) system. The solution should encompass both the AVL hardware—available for purchase or lease—and a multi-functional, web-based management and viewing console. Vendors are expected to deliver these AVL services on a subscription model, either monthly or annually, eliminating the need for extensive on-premises software and hardware installations.

The proposed system must enable self-management through a secure, hosted website accessible 24/7 via both desktop and mobile web browsers. Near real-time vehicle location and speed must be viewable through this platform, with mobile access supported either through web browsers or standalone applications for both Android and iOS devices. The system should also seamlessly integrate with mobile work management or enterprise resource planning systems, providing real-time data exchange through web services (REST or SOAP) or APIs. Additionally, a REST web service must deliver near real-time vehicle location data for integration with internally hosted GIS mapping and outage management applications. A 'ping' feature for individual AVL tracking devices is also required.

All inquiries must be submitted by February 3, 2026. The contract awarded will extend over a period of three years.
