The issuing agency seeks a vendor to procure and deploy an Automated License Plate Recognition (ALPR) camera system to enhance public safety, support investigative operations, and improve situational awareness. The solution must capture high-resolution vehicle images and associated license plate data during both daytime and nighttime conditions, including use of infrared or equivalent illumination for low-light environments.
The requested system includes secure cameras and edge devices with TLS 1.2 or higher, certificate-based authentication where applicable, and a web-based and/or mobile-enabled software platform for authorized users such as law enforcement personnel and system administrators. The platform must provide role-based access controls, secure hosting and data storage compliant with applicable federal, state, and local data protection requirements, and multi-factor authentication for all administrative and law enforcement users.
The system must support law enforcement search capabilities using plate numbers, time ranges, locations, and other metadata, while preserving original capture data and metadata for evidence integrity. It must also include administrative tools for system health monitoring, camera status monitoring, user and permission management, and real-time or near-real-time alerts for connectivity or operational issues. Additional requirements include configurable alerts for watchlist detections, support for public records and data disclosure policies where applicable, and integration with existing law enforcement and public safety platforms such as Fusus, CAD, RMS, or other municipal systems using industry-standard APIs or secure data exchange methods.
