DESCRIPTION


The U.S. Army Contracting Command Detroit Arsenal is issuing a Request for Information (RFI) to support market research for the forthcoming Army Information Enterprise – Information Technology Services (AIE-ITS) requirement. This notice is for information and planning purposes only and is intended to gather industry feedback on the Government’s proposed acquisition approach rather than solicit proposals or capability statements.

The Army is seeking insight into modern service delivery models that can support the modernization of the Army Intelligence Enterprise through integrated, outcome-focused enterprise IT operations. The anticipated requirement spans the full spectrum of IT support for Command, Control, Communications, Computers, Cyber-Defense, Intelligence, Surveillance, and Reconnaissance (C5ISR), including network and infrastructure support, cloud-integrated IT environments using Azure, AWS, and Google Cloud, and software development for intelligence collection, processing, exploitation, and dissemination.

The operating environment includes legacy systems, cloud-enabled capabilities, mission systems, cybersecurity operations, endpoint management, and enterprise service management across locations in both the Continental United States and outside the Continental United States. The Army is also examining more agile and scalable contracting approaches to enable faster onboarding of cleared technical personnel and to support both short-term sprint work and longer-term enterprise initiatives.

Specifically, the RFI requests industry feedback on the potential use of a Commercial Solutions Opening under 10 U.S.C. § 3458 as a strategic acquisition method for this requirement. The Government is seeking recommendations on this concept in order to improve service consistency, accountability, and flexible service delivery across global classified and unclassified environments.
