(1) Vendor needs to provide airport parking management services to the government authority located in Colorado.– Design, implement, and manage a parking permit system to regulate and optimize the use of designated parking areas. • Ensure the use of updated, modern technology to ensure a pleasurable customer experience. Such technology may include credit card pay stations, cameras, license plate readers, or other parking management technologies. • Continually evaluate operations to advance operational goals and needs of the Airport. • Create, maintain, and update a website dedicated to parking at the Airport. • Implement data capture and electronic reporting capabilities for downstream analysis via an application program interface (“API”); • Provide all necessary vehicle costs, software and hardware costs, uniform cost and other items needed to run the program into the annual budget. – Implementing and operating a comprehensive parking fee collection and enforcement program. – Provide fee collection, parking enforcement, and citation management in designated parking areas. • Issue citations as necessary • Manage a parking citation appeals process. • Maintain a collection rate above 70% for tickets older than 90 days. • Maintain a list of vehicles and individuals who have failed to pay fines. • Manage and track parking occupancy and dwell time.
