Airport Financial Consultant Services (Closed)

The government of Monroe, Florida seeks a financial consultant to provide professional services for Key West International Airport.

Submit responses via the Bonfire electronic bidding platform by April 23rd, 2026, 3:00 P.M.
Do not submit confidential financial information within the main proposal.
Execute and submit required affidavits and forms: Non-Collusion Affidavit, Public Entity Crime Statement, Drug-Free Workplace Form, Lobbying and Conflict of Interest Clause, Affidavit Attesting to Noncoercive Conduct for Labor or Services, Vendor Certification regarding Scrutinized Companies.
Acknowledge receipt of all addenda.
Comply with all federal, state, and local laws, ordinances, rules, and regulations.
Proposals must be in digital PDF format, clear, concise, and provide all requested information.
Proposals are limited to 50 pages (8.5 x 11-inch, double-sided), with exceptions for 11 x 17-inch graphics.
Body text must be size 11 font or larger.
Organize responses into six tabbed sections: Executive Summary, Project Approach/Schedule/Technology, Financial Information/Litigation, Forms, Other Information, and DBE Participation.
Provide a narrative of the firm's history, capabilities, and similar projects.
Describe the firm's approach, methodology, technology use, schedule, and availability.
Provide detailed financial information including shareholders, partners, officers, directors, years of operation, and prior names.
Disclose information regarding past claims, judgments, arbitration, or lawsuits.
Provide a minimum of three customer references and three credit references.
Submit financial statements for the prior three years.
Produce evidence of proper professional and occupational licensing.
Describe the firm's commitment and ability to meet DBE program goals.
Maintain adequate staffing levels and ensure personnel are qualified and authorized.
Maintain all project-related books, records, and documents for seven years.
Allow public access to documents as per Florida public records laws.
Defend, indemnify, and hold Monroe County harmless.
Obtain and maintain specified insurance coverages: Workers' Compensation, Employers' Liability, General Liability, Business Automobile Liability, and Professional Liability.
Name Monroe County as an 'Additional Insured' on all policies except Workers' Compensation.
Comply with all FAA required provisions, including those related to Title VI, Debarment, DBE, Domestic Preferences, FLSA, Foreign Trade Restriction, Lobbying, Occupational Health and Safety, UAS Prohibition, and Tax Delinquency/Felony Convictions.
