DESCRIPTION

The issuing organization seeks a vendor to provide an AI-assisted digital evidence analysis platform for criminal investigations. The platform must analyze recorded audio, video, images, documents, spreadsheets, and other digital case evidence, while identifying the AI models used for transcription, computer vision, and language analysis.

The platform must maintain an auditable log of AI interactions, including the initiating user, model applied, evidence processed, and time of use. Required capabilities include word-level timestamped transcription, speaker separation, multilingual transcription of more than 90 languages, language switching within calls, and production-volume per-channel analysis of two-party correctional recordings. Telephony-provider metadata and warrant-return records must be integrated to support filtering and searching.

Additional requirements include video transcription, scene detection, object detection and tracking, image captioning, scene classification, license-plate detection, OCR, and EXIF-based location mapping. AI-generated answers, summaries, and findings must be traceable to source evidence. The platform must link people, phone numbers, vehicles, and locations into case-level relationship views; support cloud-hosted or self-hosted open-source models; and ingest information from relational and NoSQL databases, storage buckets, blobs, APIs, and other common datasets. Questions must be submitted by October 2, 2026.
