DESCRIPTION


The City of Edina, Minnesota, seeks an affordable housing policy consultant to review the Comprehensive Plan Housing Chapter, Vision Edina, Zoning Code Survey Feedback, and Quality of Life Survey Feedback. The consultant will support the City's public engagement strategy by gathering community input on affordable housing needs, housing choice, development approaches, and potential policy options.

The selected consultant will develop an engagement strategy involving residents, renters, homeowners, developers, property owners, affordable housing providers, financial stakeholders, and other relevant community partners. Responsibilities will include facilitating public engagement activities and developing content and materials for the City's online engagement platform and other communication channels.

The consultant will also evaluate the financial feasibility of alternative affordable housing requirements for rental and ownership developments, assess the relationship between affordable housing requirements and development feasibility, and develop an automated annual indexing mechanism. The indexing mechanism should use a standard index, such as the Engineering News–Record Construction Cost Index, to enable staff to recommend or administratively update the fee structure based on appropriate construction costs or other relevant indices, consistent with applicable legal requirements.
