DESCRIPTION


This RFI seeks vendors to provide advanced technology test and development program services for a government authority in Alabama. The scope includes the design and fabrication of projectiles, targets, and test articles for light gas gun systems and launchers, such as warhead fragments, sub-scale re-entry vehicles, threat missiles, hit-to-kill vehicles, and tactical armor penetrators.

Vendors will be responsible for instrumenting sub-scale vehicles and targets to collect performance, vulnerability, lethality, and damage assessment data, including metrics such as target damage, timing, pressure, acceleration, temperature, debris distribution, and impact radiate spectral emission signatures. The use and development of specialized sensors—including shadowgraphs, flash X-rays, high-speed cameras, spectrographs, Doppler radars, and ballistic pendulums—are essential components of this program.

Additional responsibilities involve modifying test chambers, conducting data archiving, performing software accreditation, and delivering comprehensive engineering management and facility operations support. Vendors must also establish metrology and high-power coating measurement standards and develop lab configurations for evaluating reflectivity, transmissivity, damage threshold, and phase shift. The program requires the development of sensors and models to predict High Energy Laser (HEL) weapon system performance under varying meteorological conditions.
