DESCRIPTION

The issuing organization is seeking a vendor to provide an advanced personal alerting system designed to deliver highly survivable audible and tactile notifications to response crew members through handheld or wearable devices. The requested system is unclassified and is currently being evaluated as a standalone solution, although it may later be considered for integration into a broader aircrew alerting communications environment.

The solution must support real-time voice broadcast capability from a base station to end-user devices with low latency. It should be capable of delivering voice audio alerts to at least 128 devices simultaneously and provide a communication range of at least 5 statute miles from the transmit antenna to the user device. The system is expected to maintain a high probability of correct message receipt even in the presence of physical obstructions along known outdoor routes and operational areas.

User devices should support voice message recording and storage, as well as audible, tactile, and visual alerting. The interface and controls should be simple and intuitive, and devices must be configurable and updatable to support ongoing operational use.
