A higher education institution is seeking a vendor to provide an application designed to support academic program development and program evaluation. The solution should enable data-informed decision-making by offering comprehensive tools that address three primary needs: access to labor market information relevant to employment trends, wages, and job availability to inform new program development; conducting economic analysis of existing academic programs; and evaluating the overall health and financial performance of all academic offerings.

The application must meet specific technical requirements, including secure data migration capabilities for legacy case data, robust integration with the Banner Student Information System (SIS) with bi-directional data flow, and a mobile-friendly, responsive user interface. The solution should be hosted in the cloud via a supplier-managed SaaS infrastructure and include detailed data integration guides and architecture diagrams. Additional requirements include clearly defined data retention, destruction, and return processes; FERPA compliance; regular external vulnerability scans; support for Single Sign-On via Shibboleth 4.3.1+ and SAML 2.0; and an End User License Agreement (EULA).
