(1) Vendor needs to provide 3D crime scene scanning and reconstruction system • Complete 3D scanning system (survey–grade) and accompanying software for documenting and reconstructing crime scenes for the benefit of the Office. • System Capability: Complete 3D scanning system and software capable of producing survey–grade data for crime scene documentation and reconstruction. • Admissibility: All work products (scan data, renderings, models, etc.) must meet Daubert and Frye standards for evidentiary admissibility. • Integration: Must integrate seamlessly with software currently in use by the Office • Portability: Complete system must be portable and include a durable carrying case. • All scan data, models, processing information, revision history, and data hashes must remain under agency control. • Data Annotation: Must allow integration of notations, metadata, and still photographs within the 3D models. • Software must support Virtual Reality (VR) Visualization. • System must accept UAV/UAS photos and video for photogrammetry–based 3D point cloud processing • Must support direct import of Bing and Google imagery (2) All the questions must be submitted no later than Nov 13, 2025.
