The state of Alabama is seeking a vendor to provide a portable, survey-grade 3D crime scene scanning and reconstruction system for use by its Office. The system must include both hardware and software capable of documenting and reconstructing crime scenes with precision, producing data and models that meet Daubert and Frye standards for evidentiary admissibility.

Key requirements include portability with a durable carrying case, compatibility and seamless integration with existing software currently in use, and comprehensive data management—ensuring all scan data, models, processing information, revision history, and data hashes remain fully under agency control. The software should allow for the annotation of 3D models with notations, metadata, and still photographs, and must also offer Virtual Reality (VR) visualization features.

Additionally, the system should support the acceptance of UAV/UAS photos and videos for photogrammetry-based 3D point cloud processing, as well as facilitate direct import of Bing and Google imagery. Prospective vendors are expected to ensure their solutions fulfill these specifications to support thorough and admissible crime scene documentation and reconstruction.
