(1) Vendor needs to provide 3D crime scene scanning and reconstruction system.– Complete 3D scanning system (survey–grade) and accompanying software for documenting and reconstructing crime scenes for the benefit.– Complete 3D scanning system and software capable of producing survey–grade data for crime scene documentation and reconstruction.– All work products (scan data, renderings, models, etc.) must meet Daubert and Frye standards for evidentiary admissibility.– Must integrate seamlessly with software currently in use.– All scan data, models, processing information, revision history, and data hashes must remain under agency control.– No cloud storage or third–party data hosting is permitted.– System must support operation and storage on local servers.– Must allow integration of notations, metadata, and still photographs within the 3D models.– Complete system must be portable and include a durable carrying case.– Crime scene reconstruction.– Blood pattern analysis.– Shooting reconstruction.(2) All the questions must be submitted no later than November 12, 2025.
