DESCRIPTION

This Request for Information (RFI) seeks vendors to provide a 24x7 continuous operations intelligent shift scheduler tool. The desired solution should offer automated, intelligent scheduling with a rule–based logic engine to ensure fairness, equity, and balanced workload distribution. The system must rotate personnel through different shifts based on established unit rules to maximize workload balance and leadership exposure.

Key requirements include enforcement of mandated rest periods via automated fatigue alerts, as well as integration capabilities with platforms such as Salesforce Public Sector Solutions (Apex / Lightning Web Components/PSS), ServiceNow (JavaScript / Flow Designer), OutSystems (low-code platform), and AWS GovCloud (Angular frontend, node.js, or Java/Python microservices). The tool must also include a self–service portal for individual schedule management and shift swap requests, along with an AI-driven assistant to support education on shift optimization, fatigue management, and sleep health.

The RFI places particular emphasis on automation, user self–service, and compliance with rest and fatigue management policies for continuous operations environments.
