DESCRIPTION


A government authority in Maryland is seeking a consultant to provide zoning and subdivision ordinance modernization update services. The selected consultant will engage County officials, community stakeholders, and the public; review the current Zoning Ordinance, Subdivision Ordinance, Comprehensive Plan, and supporting studies; and develop a diagnosis of recommendations.

The work will include identifying redundancies, gaps, conflicts, outdated provisions, usability issues, incompatibilities, and implementation challenges reported by County Planning and Zoning staff. The consultant will analyze consistency with the goals and objectives of the Comprehensive Plan and develop a public outreach strategy, including web and social media engagement, to inform stakeholders and the general public about the update.

The consultant will also collect and analyze data for drafting ordinance text, maps, and charts. GIS responsibilities include digitizing new maps, entering data, creating new GIS layers, and incorporating selected maps from existing work products. All GIS data must use topology, particularly for area-based datasets. Questions are due by September 30, 2026, and a pre-bid meeting is scheduled for September 23, 2026.
