(1) Vendor needs to provide web–based migrant student data system– The Agency is contracting to provide a vendor–hosted, Modified–Off–the–Shelf web–based Migrant Student Data System that has numerous interfaces and components including but not limited to: An Electronic National Certificate of Eligibility component, a Migrant Student Information Exchange (MSIX) component, an EDFacts component, and a Supplemental Services component. Agency provides supplemental support to eligible migratory children and youth. The purpose of the program is to ensure that migratory children are not penalized in any manner by disparities among curriculum, graduation requirements, academic content, and student academic achievement standards, and ensure that migratory children are provided with appropriate educational services and opportunities so they can succeed in school and graduate from high school being postsecondary education or employment ready. System Requirements: Agency needs a Migrant Information System, similar to or better than the MS/EdD MIS2000 system it currently uses, that will provide: • An Electronic National Certificate of Eligibility Component • A Migrant Student Information Exchange Component • An Eligibility System – Nutrition Illinois Child Eligibility connection component. Contractor’s system shall be able to: • Produce and consume CSV files • Provide and utilize secure web services • Provide fine, role–based control over user permissions within the system with support for an unlimited number of roles and role assignments for users. (2) The contract period will be for one year.
