The issuing agency is seeking a vendor to provide replacement services for a web-based mass notification system. The solution must enable authorized personnel to send text, email, and voice messages almost instantaneously in support of public safety operations, including life-safety communications where high reliability is essential. The system must support authentication using government-provided Personal Identity Verification (PIV) credentials and enforce administrator and user privileges through customer-configurable security settings.
The requested platform must support multimodal messaging delivery through landline, cell phone, SMS text, MMS text, email, VoIP, and social media. It should include dialing services, caller ID customization by department, call throttling based on user-defined priorities, and calling database management. The system must also allow the creation of customized rosters and contact lists for routine or intermittent notifications.
In addition, the platform should provide an intuitive interface for creating notifications and support GIS-based mapping capabilities that allow users to designate geographic areas and add custom map layers. Real-time monitoring of delivery results across all transmission modes is required. The anticipated contract term is one year.
