The state of Florida is seeking a qualified vendor to deliver a comprehensive web-based GIS data management and mapping tool. The project includes the development of GIS and database applications utilizing existing planning office technologies such as ArcGIS 10.x, ArcGIS Server, ArcGIS Online, MS SQL Server, MS Access, MS Excel, HTML5, JavaScript, Python, and Representational State Transfer web services.

The selected vendor will be responsible for creating and maintaining GIS tools that support linear referencing, transportation system data, asset management, operations, metadata management, production of web services, and relational database modeling. The solution should include lightweight, maintainable, and scalable web-based GIS dashboards and widgets, with established data sharing capabilities via Electronic Document Management Systems (EDMS), File Transfer Portal (FTP), and SharePoint.

Additional scope includes providing data modeling tools to facilitate updates between GIS and both Oracle-based and SQL Server database management systems, including ESRI Geodatabases. The vendor must also supply data conversion tools for the manipulation, conversion, and translation of data files into spatially accurate and location intelligent formats. Comprehensive training for users on customized or newly developed GIS applications and data products, as well as ongoing support for the District 3 GIS SharePoint site through content development, documentation, and data product accessibility, are also required.
