Virginia Tech is seeking a vendor to deliver a web-based custom generative AI platform designed for use by its faculty, students, and staff. The platform will leverage the university's existing investment in Microsoft Azure and its business relationship with Microsoft to support private instances of advanced large language models (LLMs) from providers such as OpenAI, Anthropic, and Google.

The solution must offer a chat-centric web interface and provide direct API access, enabling researchers and developers to build custom applications. Additionally, the platform should facilitate access to LLMs trained or augmented using university-managed high-performance computing resources.

The awarded contract will have a term of two years. Interested vendors are required to submit all inquiries by November 21, 2025.
