The agency is seeking a contractor to provide a turnkey Weapons Synthetic Training System (WSTS) for small arms training and certification. The solution must include proprietary human performance optimization software, software licenses, and all required hardware and components, such as cameras, projectors, servers, cables, synthetic weapons, and a compressed air charging station. The system is intended to help sailors develop proficiency in small arms weapons handling and employment while in port fleet concentration areas.
The required system must support sustainment training and certification for armed watch standers using the M18 pistol, 5.56mm rifle, and both light and heavy machine guns in 7.62mm and .50 caliber configurations. It must allow individual weapon zeroing, support range-readiness forecasting through qualification algorithms, and enable combined drills with varying scoring methods to produce an overall ranking displayed on a leaderboard. The system must reduce reliance on live-fire ranges, ammunition consumption, and associated manpower costs.
The WSTS must be at or above Technology Readiness Level 9 and Manufacturing Readiness Level 10, be currently in use at Department of Defense, interagency, and international training facilities, and support training volumes from individual users up to 15–20 trainees at one time and as many as 60 trainees per day. The contractor must be prepared to deploy, install, and maintain the system at designated sites, including providing onsite field service representative support and 24/7 remote software support, updates, upgrades, and troubleshooting.
