DESCRIPTION


This solicitation seeks a contractor to update and replace the supervisory control and data acquisition (SCADA) system at a water treatment plant in Oklahoma. The work includes replacing all associated hardware and software to deliver a fully operational and monitored SCADA system for plant operations.

The existing SCADA application is National Instruments Lookout 6.7 running on Windows 7 and is not compatible with newer Windows operating systems. The current system monitors turbidity for raw water, Filter 2, and Filter 3; chlorine from the clearwell; both analyzers at the water tower; and flow from the master meter.

The selected contractor is expected to provide transmitters, receivers, monitors, sensors, a desktop computer with an ethernet port capable of operating the required software, a computer monitor, keyboard, mouse, speakers, software, and any other components necessary for a complete replacement system. The contractor must also provide training and technical support for one year following installation. A mandatory pre-bid meeting is scheduled for July 30, 2026.
