The Town of Leesburg, Virginia, requires comprehensive cleaning, inspection, and disinfection services for five water storage tanks: Carr Tank 1, Carr Tank 2, Hospital Tank, Sycolin Tank, and Hogback Tank. The scope includes interior and exterior coating assessments, sediment removal, disinfection per AWWA C652 Method 2, and the submission of a NACE-certified inspection report. The contract term is one year with the option for four additional one-year renewals. Work is scheduled in two mobilizations per year, between March 1–May 31 and September 1–October 31.

KEY REQUIREMENTS

  • Field inspector and report preparer must be NACE Coatings Certified
  • Field inspector must have at least five years of water storage tank inspection experience
  • Contractor must have been in the tank inspection business for at least ten years
  • Must provide general liability insurance of at least $1,000,000
  • Must provide automobile insurance of at least $1,000,000
  • Must carry Workers Compensation insurance meeting Commonwealth of Virginia requirements
  • Must be a registered vendor in eVA
  • Must be licensed in accordance with the Town’s Business, Professional, and Occupational Licensing (BPOL) Tax Ordinance
