The Town of Clayton, North Carolina, is requesting Statements of Qualifications from professional engineering firms to create a comprehensive SCADA Master Plan. The plan will assess the current state of operational technology across water, sewer, and electric utilities, define a future-state architecture, and provide a prioritized, cost-loaded implementation roadmap. The engagement includes an optional Part B for follow-on implementation support services, such as design, procurement, and cybersecurity assistance. The initial agreement term is three years, with two one-year extension options.

KEY REQUIREMENTS

Must be registered with the North Carolina Secretary of State
Must hold a current firm license with the North Carolina Board of Examiners for Engineers and Surveyors
Final engineering work products must be sealed by a professional engineer licensed in North Carolina
Must have completed at least three water and/or wastewater SCADA master plans or major SCADA assessments in the last seven years
Must have completed at least one electric distribution SCADA, distribution automation, or ADMS/OMS planning project in the last seven years
Must maintain Commercial General Liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate
Must maintain Professional Liability insurance of $1,000,000 per claim and aggregate
Must maintain Cyber / Technology Errors and Omissions insurance of $2,000,000 per claim
Must comply with E-Verify requirements
