(1) Vendor needs to provide wastewater treatment plant comprehensive upgrade value engineering services to the government authority located in Derby, CT. – Provide Value Engineering (VE) services for the proposed agency wastewater treatment plant comprehensive upgrades project. – Review the documents provided by the agency.– Identify a VE Facilitator to lead a VE Workshop for the consultant.– Conduct a site visit to better understand the design philosophy being used and any constructability issues.– The consultant’s VE team will participate in a workshop to study the 30% preliminary design drawings of the proposed Wastewater Treatment Plant (WWTP) Upgrades. – Be responsible for coordinating all communications between the VE Team and the agency.– Workshops will be conducted in person.• The VE Team will participate in an evaluation of the following focus areas:– Construction phasing to maximize maintenance of plant operations.– Identify and evaluate potential alternative concepts with concept level OPCC.– Opinion of Probable Construction Cost (OPCC).(2) All the questions must be submitted no later than February 27, 2026.
