The Veterans Integrated Service Network (VISN) 16 is seeking information from qualified vendors regarding a Secure Digital Imaging and Communications in Medicine (DICOM) Image Sharing Solution. The current transfer process, heavily CD-based, is causing costly delays, media losses, and compatibility issues for community imaging. The objective is to implement an automated, federated, and secure electronic exchange to expedite healthcare delivery.
Core requirements include bidirectional electronic exchange of DICOM images and related radiology data, encrypted and FIPS 140-2 validated data transfer, compatibility with existing platforms (VistA Imaging, CPRS, VistA Imaging Importer, community PACS, Laurel Bridge Compass router, and Cerner), automated patient matching, and the ability to retrieve prior studies from external providers. The solution must not involve cloud storage or processing and must comply with all VA cybersecurity and privacy regulations including HIPAA/HITECH.
Advanced features sought include federated search capabilities, integration with HL7/ORM/SIU, DICOM, and FHIR standards, unlimited participation by community partners, and full deployment across all VISN 16 facilities within 150 days of award. The vendor will be required to provide all equipment, technical integration, OEM authorization, and support necessary for implementation.
Interested parties must demonstrate experience with similar large-scale deployments, relevant technical capabilities, and compliance with all VA requirements. Facilities span multiple states including Louisiana, Mississippi, Arkansas, and Texas.
