The State of California is seeking a vendor to provide a comprehensive video management system (VMS) equipped with advanced features and robust integration capabilities. The system should allow real-time viewing of all connected cameras, offering customizable layouts, multi-monitor support, and intuitive navigation for ease of use. Remote access to both live and recorded video via secure mobile applications for iOS and Android, as well as web browsers, is required to ensure flexible and reliable monitoring.

Key responsibilities include configuring VMS software for camera integration, recording schedules, user permissions, alarm management rules, and analytics features as needed. The solution must support integration with existing IP cameras and video encoders, with specific compatibility requirements, and handle high-resolution video streams (such as 1080p and 4K) using codecs like H.264 or H.265. Efficient storage management is necessary, supporting various storage options such as RAID, SAN, or NAS.

Additional requirements include smooth playback of recorded footage with features like fast-forward, rewind, frame-by-frame navigation, and synchronized multi-camera playback. The system should offer configurable alarm triggers based on motion detection, video loss, tampering, or external inputs, along with automated alarm responses such as pop-up alerts, email notifications, and recording activation. A centralized alarm monitoring and management interface is essential for responsive oversight.

The proposed VMS should provide advanced search functionalities for recorded footage, including time, date, event, and metadata-based queries.
