DESCRIPTION


The selected vendor will perform a comprehensive, point-in-time inventory of vacant and blighted residential, commercial, and mixed-use parcels throughout Lowville, New York, as well as the broader county. The process will include the development of a priority-ranking methodology for blight conditions, enabling the agency to maintain and continuously update the inventory. A minimum of five site-reuse recommendations must be provided for the properties identified as highest-priority risks.

Vendors are expected to conduct detailed GIS and data screening of hamlets, villages, and key roadways to identify candidate properties. ArcGIS integration is required, with the viewer and data sets including zoning, land use, property ownership, environmental and historical details, demographic/economic information, and development priorities. The final inventory must incorporate an executive summary outlining identification and ranking processes, key findings, visualizations, maps, and guidelines for future evaluation and inclusion.
