DESCRIPTION

The issuing organization is seeking utility management software to manage utility usage and costs across a hierarchical account structure. The organization will consider commercially available software, custom-developed solutions, or a combination of both.

The solution should provide a user-friendly interface with clear graphics for quickly viewing commodity usage and costs by account, facility, department, fund, or the entire state. It should support searches and reports using partial account numbers, facility names, meter numbers, and associated keywords or numbers. The system should also show relationships between accounts and different levels of the state’s account hierarchy, including departments, facilities, and state funds.

The software should support the integration or association of interval data, generate reports during monthly data imports and after data is added, and display billing data for closed accounts during the periods in which those accounts were active. Questions must be submitted by October 7, 2026.
