The State of Utah seeks a vendor to supply a comprehensive utility management software solution capable of supporting robust reporting, account management, historical data integration, and compliance requirements. The ideal software should be an on-premises, web-based, or cloud-hosted SaaS solution, and must provide network requirement information and demonstrate high system availability with a minimum of 99.5% uptime. Regular software system updates are expected to be included at no additional cost.
The selected solution must enable effective organization and management of multiple utility accounts and meters across various locations. It should provide advanced reporting and visualization features, including a public internet dashboard for displaying reports and comparative data dating back to 2008. The system should also facilitate thorough tracking of energy efficiency and conservation activities, and include avoided cost functionality compliant with the International Performance Measurement and Verification Protocol. Essential features such as role-based user access controls, comprehensive data migration—including validation and error handling from historical utility data—and clear risk identification and mitigation strategies are required.
Additionally, the contract period is set for one year. Vendors are expected to address training and technical support matters, with a deadline for question submissions set for March 4, 2026.
