The vendor will provide an on-premises, vendor-agnostic utility data management system to replace an outdated database. The system must ingest, synchronize, archive, and securely manage usage data from primary sources while supporting data quality control, visualization over user-defined time periods, and permanent storage of trend data.

The system must automatically calculate and trend monthly and annual energy use intensity for individual facilities using meter data and SQL metadata, including parent-child relationships. It must provide interactive time-series displays with selectable time ranges, multiple data streams, zooming, panning, cursor-based value and timestamp inspection, engineering units, and legends.

The solution must support manual entry or import of monthly tabular data for manually read submeters, including raw meter readings and reading dates. It must also ingest utility provider consumption and cost data through automated or semi-automated methods, allow users to select utility, submeter, or virtual meter accounts individually or by metadata-based groups, and maintain original source readings separately from validated and aggregated data used for reporting and billing. The contract period will be one year.
