Vendor needs to provide utility billing software assessment services. Consultant shall conduct a high-level system needs requirements with all stakeholder departments. Identify business processes and rate structures that the City currently desires to use but that are not available in our current product. Stakeholder departments include: Water/Sewer, Electric, Public Works (Stormwater Drainage, Solid Waste), Customer Care Call Center, Customer Billing, Customer Metering, Information Technology. Needs requirements may include, but is not limited to: rate structures, billing features, customer service program offerings, reports, integrations, etc. Indirect and Operational Costs: 1. Labor costs for system administration and maintenance. 2. Training costs for new and existing staff. 3. Costs associated with system integrations, customizations, and third–party add–ons. 4. Opportunity costs of inefficiencies and system risks. 5. Costs of future upgrades and migrations. 6. Any other recurring or non–recurring costs related to the system's operation. A pre–proposal conference will be held on February 23, 2026. All questions must be submitted no later than March 2, 2026.
