The government authority in Alabama seeks a vendor to provide user continuity and sustainability network extension services. The selected provider will be responsible for defining mission objectives, measurable performance outcomes, and project constraints to enable the proposal of commercially scalable, technically sound, and secure network solutions.

Key services include executing end-to-end concurrent forward and return relay operations such as scheduling, service activation, data delivery, monitoring, and ensuring thorough relay coordination between the customer platform and the Ground Service Interface. The vendor must verify all service requirements, validate performance metrics, assess coverage, manage concurrency and handovers, and demonstrate operational execution via on-orbit demonstrations across space, ground, network, user, and Ground Service Interface elements.

Additionally, the vendor will generate comprehensive technical, operational, scheduling, cost, user integration, and service assurance data. This will support future government assessments on sustained relay services and long-term mission delivery. The services must be made ready within timelines that secure continuity of legacy service availability.
