The U.S. Coast Guard is seeking information from qualified businesses on commercially available Interactive Electronic Technical Manual (IETM) viewer solutions and S1000D Common Source Database (CSDB) capabilities. The agency aims to modernize its technical data environment to improve the accuracy, accessibility, and usability of maintenance and operational information across platforms and assets.
The requested capabilities include rendering and managing technical content such as wiring data, maintenance procedures, Illustrated Parts Diagrams (IPDs), operator procedures, and descriptive content. Solutions should function effectively in both connected and disconnected or low-bandwidth environments, integrate with S1000D CSDBs or other structured content repositories, and support applicability-driven content filtering with links to external U.S. Coast Guard or Department of Homeland Security systems where appropriate.
Respondents may propose a commercial off-the-shelf IETM viewer product, integration services for deployment and configuration, or a combined product-and-service approach. This request is issued for planning purposes only to help the U.S. Coast Guard refine its requirements and acquisition strategy for potential future solicitations, and it does not constitute a solicitation or commitment to award a contract.
