The government authority in Chesapeake, Virginia is seeking a vendor to develop an urban forestry master plan that supports a healthy, diverse, and resilient tree canopy for current and future residents. The plan is intended to advance environmental, social, and economic well-being through improved canopy quality and coverage, expanded wildlife habitat, heat island mitigation, more equitable canopy distribution, and long-term ecosystem benefits.
The selected vendor will integrate existing canopy assessment data from Tree Plotter or an approved equivalent, quantify current and future ecosystem service benefits, establish realistic canopy goals, and provide an implementation timeline. The scope also includes creating a public inventory of trees on agency-owned property with details such as species, size, GPS location, condition rating, hazards, and distribution metrics, as well as developing a public-facing interactive map.
Additional responsibilities include identifying vacant planting sites throughout the city, including street medians and agency-owned parcels; developing management and maintenance recommendations in collaboration with agency staff; and recommending strategies to improve efficiency, lower costs, reduce liabilities, and enhance coordination across departments. The plan should also address urban forest resilience against invasive species, pests, and catastrophic events, propose incentives for tree planting and maintenance, promote community health and well-being, and encourage stewardship with support from nonprofit partners. Questions are due by May 27, 2026.
