DESCRIPTION


The Corporal Michael J. Crescenz Medical Center in Philadelphia, Pennsylvania is seeking qualified contractors for the replacement of Electrical Substations 1 and 2, as part of efforts to enhance electrical capacity and support future medical facility projects. The aging substations, approximately 29 years old, will be replaced with new 480/277V substations, each equipped with a 1500 kVA transformer. To ensure continuous operation, a temporary 480/277V substation with a comparable transformer will be installed and remain as a spare upon project completion.

All phases of work must be executed to minimize service disruptions and maintain uninterrupted medical center operations. The work includes furnishing complete and functional systems and materials in accordance with Department of Veterans Affairs requirements, all applicable codes, and industry standards, with a focus on maximizing energy efficiency. The project duration is set at 365 calendar days from the Notice to Proceed.

This procurement is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and contractors must meet registration and certification requirements through the System for Award Management (SAM) and the VETCERT SDVOSB program. Offerors must be able to provide the required bonds and guarantee, comply with OSHA/EPA standards, and monitor SAM.gov for solicitation documents and amendments. The estimated magnitude of this project is between $5,000,000 and $10,000,000, and the Government anticipates awarding a Firm Fixed Price contract, subject to availability of FY26 funds.
