Transfer Station Promotion, Management, Operations and Maintenance Services

The selected vendor will promote, manage, operate, and maintain an awarded transfer station site for a government authority in Arizona under a ten-year contract. Responsibilities will include day-to-day facility operations, receipt and handling of solid waste and recyclable materials, staffing, customer service, maintenance, safety, regulatory and environmental compliance, business administration, and associated operating costs.

The vendor will maintain customer-service contact information and provide a single responsible point of contact, develop customer communications and outreach plans, and operate a documented process for handling complaints and inquiries. The vendor will coordinate with the County on public communications regarding major operational changes, closures, emergencies, and material fee changes.

Services will also include arranging lawful transportation, transfer, recycling, processing, and disposal of accepted materials in accordance with approved permits. The vendor will provide or manage technology, payment processing, scale and ticketing or transaction systems, and promptly report emergencies, significant safety events, regulatory actions, unpermitted releases, extended closures, and other material incidents.
