The state of Indiana is seeking a vendor to implement a secure and scalable training and education reporting system to modernize its Technical Education Reporting System. The proposed solution should be user-friendly and capable of seamless integration with existing systems. Key requirements include a relational database with robust error-checking and editing features, as well as interfaces designed for multiple types of users, such as educators and administrators.

The system must support public-facing digital registration, allowing unauthenticated users to submit information securely and efficiently. It should track outcomes by demographics and instructional variables, integrate with additional workforce systems when necessary, and offer ongoing support and training while adapting to policy changes. Additional features should include support for various data entry formats, comprehensive administrative controls with customizable permissions, a hierarchical data structure, and flexible file import/export capabilities, including API support for imports.

Other essential elements are a sandbox environment for testing functionalities prior to implementation and for updates, management modules for teachers and school personnel, and automated checks to prevent and resolve duplicate records and data entry errors. This solution is expected to facilitate efficient data management, improve accuracy, and enhance reporting capabilities across Indiana's education and workforce programs.
