The vendor will provide trail strategy consulting services to develop a comprehensive strategy guiding city departments and community partners in the planning and management of the trail system. The strategy will address natural surface, paved, and granular trails, with consideration given to accessibility, visitor experience, ecological protection, connectivity, user conflicts, safety, education, and collaboration with community partners.

The project will define desired conditions for ecological protection and trail user experience, along with an approved river valley trail network map that includes future planned trails, a trail classification system, and trail management objectives. It will also establish guidelines for trail design, management, decommissioning, and ecological restoration, as well as recommendations for partner collaboration and trail user education.

Additional deliverables will include a comprehensive GIS inventory of river valley trails, a jurisdictional and policy scan, a literature review, and engagement planning and reporting documents.
