DESCRIPTION

A government authority in Vermont is seeking an experienced energy efficiency program evaluation contractor or team of contractors to evaluate thermal energy efficiency retrofit programs for program years 2024 and 2025. The work will assess thermal and electric energy savings and include supporting process evaluation activities for each program.

The contractor will design, implement, and execute impact evaluations for each study track, including VGS RIR, with separate realization rates based on pathway, and HPwES. The evaluation will focus on measurement and verification of thermal and electric energy savings, analysis of realization rates by measure type, end use, and fuel type, and determination of an overall program realization rate. The work will also review savings calculation methodologies, technical specifications, hours-of-use assumptions, and other key parameters against comparable programs in other states.
