The State of Illinois is seeking a vendor to provide Testing as a Service (TaaS) software in support of its Oracle Cloud Human Capital Management (HCM) environment. The selected vendor will be responsible for implementing a reliable and scalable testing framework that integrates seamlessly with Oracle Cloud HCM, ensuring ongoing system stability and validating quarterly Oracle updates to mitigate operational risks for critical HR and payroll functions.

Key responsibilities include provisioning, configuring, hosting, and administering the required test environments; managing test scripts to verify application compatibility and stability; and installing and configuring test automation tools and frameworks. The vendor must complete installation and setup processes within a defined timeframe aligned with Oracle patch cycles. Additionally, the vendor will design, develop, and maintain robust test scripts covering all approved Oracle HCM modules, configurations, and testing requirements.
