(1) Vendor needs to provide ten–year service and financing strategy development service.– The Successful Respondent will update the existing Transit Service and Finance Strategy (2023–2032) based on current funding realities and projections. In fact, existing and projected budget constraints should be seen as the most important limiting factor in service growth, capital planning and any other element, and must take precedent over other considerations– The Consultant will also build and deliver an interactive, financial modelling tool that can be effectively used by agency to determine various service scenarios over the 2027–2032 period, and beyond• The Consultant will be expected to provide the following deliverables– Task 1 – Gap Analysis– Task 2 – Updated 10–Year Service Hour and Capital Forecasts– Task 3 – Expense and Fare Revenue Model– Task 4 – Written Deliverable – Updated DRT 10 Year Service and Financing Strategy– Task 5 – Training / Model Testing(2) All the questions must be submitted no later than March 5, 2026.
