SUMMARY

Seeking a pharmacy benefit manager to provide a technology-enabled PEP medication access program for employees exposed to bloodborne pathogens in Texas. The contract includes 24/7 access, nationwide pharmacy coverage, real-time claims processing, and reporting over a three-year term.

DESCRIPTION

The issuing organization is seeking a comprehensive, technology-enabled pharmacy benefit manager solution to administer and deliver post-exposure prophylactic (PEP) medications for employees who experience occupational exposure to bloodborne pathogens. The solution is intended to provide immediate, 24/7/365 access to necessary medications, reduce the risk of disease transmission, and support workforce safety through an employee-focused program that eliminates out-of-pocket cost at the point of service while maintaining compliant and transparent billing practices.

The selected vendor will be expected to provide continuous pharmacy benefit services, immediate eligibility verification and authorization, and rapid response for time-sensitive exposure events. The solution must include a nationwide retail pharmacy network, allow employees to obtain medications from the pharmacy of their choice, and maintain a comprehensive formulary aligned with post-exposure treatment protocols with ongoing updates and clinical alignment.

The scope also includes a secure automated platform for real-time claims adjudication and instant generation of pharmacy billing information, along with dedicated account management, 24/7 customer and technical support, timely issue resolution, and detailed reporting on utilization, billing, response times, and system performance. The contract term will be three years. Questions are due by May 27, 2026, and a pre-bid meeting will be held on May 14, 2026.
