DESCRIPTION


The government authority in Valdez, Alaska, is seeking a vendor to conduct a comprehensive best practices review service for tank bottom processing at the Valdez Marine Terminal (VMT). The selected contractor will review available documentation to perform a siting and layout gap analysis focused on the risks of fired equipment operations within secondary containment dike cells.

In addition, the service will include a qualitative vapor risk assessment to evaluate the migration of vapor clouds from active storage tanks to potential ignition sources, using expert judgment and considering worst-case meteorological conditions and facility topography. The contractor will also conduct a coincident risk evaluation, analyzing the consequences of simultaneous primary containment failure or unexpected vapor release during tank bottom processing.

The review will further require a safety system gap analysis, leveraging lessons learned from the August 2023 incident to recommend necessary engineering controls. This will specifically address SIL-rated automated interlocks, high/low-level alarms, and Emergency Shutdown (ESD) protocols. Where data is lacking, the contractor is expected to apply professional engineering judgment and benchmarking to develop sound technical recommendations.
