The Government of the Virgin Islands is seeking a qualified vendor to deliver comprehensive system strategic planning, integration, and turnaround services for its healthcare system. The selected partner will lead an implementation-focused engagement that includes the development and execution of an integrated strategic plan, a project management plan, a stakeholder engagement plan, and an effective communication strategy.
Key responsibilities include conducting an enterprise-wide assessment through document and process review, interviews, workshops, and data analysis. The vendor will identify and involve physician and nurse leaders, as well as frontline clinicians, in interviews, workshops, and validation sessions to ensure inclusive participation in the strategic process. Mechanisms for ongoing clinician feedback will be established to facilitate continuous improvement during implementation and performance reviews.
The engagement will encompass assessment and redesign of care delivery workflows, staffing models, clinical quality, patient safety, and patient experience. The project scope includes development of service line strategy, care model redesign, telehealth readiness and expansion planning, EMR systems review for consolidation, and opportunities for growth in outpatient and ambulatory care. Additionally, the contractor will be responsible for designing system-level operating models, governance structures, and shared services, and for developing comprehensive dashboards, scorecards, and a KPI dictionary with detailed metric definitions and reporting protocols.
Interdisciplinary collaboration among clinical professionals is emphasized throughout the process. Interested vendors must ensure that all questions related to the project are submitted by February 13, 2026.
