DESCRIPTION


The agency is seeking information from vendors capable of providing a syndicated data core platform encompassing point-of-sale data, shopper behavior analysis, economic modeling for savings methodologies, geospatial location intelligence, and regulatory data management. The requirement includes highly responsive, on-site subject matter expert support for systems, ad hoc analysis, market insights, and issue resolution.

Any user-facing portal must be secure, highly available, and fully functional, with intuitive self-service reporting, multidimensional filtering, collaboration and sharing capabilities, and standard data export formats such as CSV and XLSX. Vendors must also provide reliable, automated mechanisms, including APIs or SFTP, to ingest complete datasets into DeCA enterprise systems, including the SAP-based ARTS environment.

The selected vendor must provide technical documentation such as API dictionaries and data schemas, dedicated technical support during initial implementation, and immediate notification within three hours of transfer failures. The vendor must also develop, operate, and maintain a defensible, transparent, and verifiable methodology for calculating patron savings at agency commissaries using a representative sample or the full fresh assortment of products compared with local grocery competitors.
