(1) Vendor needs to provide surface water treatment plants technical advisor professional engineering services to the government authority located in Houston, TX. – This project consists of providing professional engineering services for on–call engineering support to address the immediate needs of repair and/or replacement of infrastructure and overall technical support required to improve facility performance at the three Surface Water Treatment Plants– Tasks: • Technical Guidance and Expertise: – Review engineering reports and design documents prepared by others for technical compliance and overall suitability to the function and operation of the plants. – Review operational and maintenance procedures for optimizing resources, including technologies in use at the plants with other applicable or emerging technologies. – Assist the agency with regulatory compliance through general coordination, reporting, studies, and analysis of capital or operations and maintenance changes anticipated under current and upcoming regulatory requirements. • Capital Improvement Planning: – Updated asset management database. – Draft a Capital Improvement Plan that prioritizes projects based on risk, minimizes capacity impacts to continuous operation of the facility, schedules and considers the integration of systems and equipment, and distributes the investment in the CIP program as evenly as possible on a rolling annual/fiscal year basis. – Perform evaluations, pre–engineering, preliminary engineering, and design services as requested. • Technical Specifications: – Provide professional engineering services that include evaluations, alternative analysis, recommendations for improvements, associated design and construction engineering services, constructability reviews, permitting, and bid phase support. – Provide additional professional services as required and authorized, services may include, surveying, environmental assessments, geotechnical engineering, and Subsurface Utility Engi
