The issuing organization is seeking a vendor to provide student support systems that include computer-adaptive instructional and assessment tools. The solution is expected to deliver direct instruction in each student's home language and gradually transition learners into English instruction. It must also establish individualized learning paths aligned with college and career readiness standards.

The requested system includes an online program that provides progress monitoring at least three times per year, with assessments generally completed in 30 minutes or less. Real-time reporting must be available to teachers and administrators immediately after testing. The solution should support credit recovery and credit accrual opportunities for students.

In addition, the computer-adaptive assessment component must provide universal screening and progress monitoring in early literacy, reading, and mathematics.
