DESCRIPTION


The procuring organization seeks a vendor to provide strategy development services to support the creation of an implementable strategic methodology and a participatory planning process. The selected provider will work with staff, members, partners, and stakeholders to help ensure meaningful ownership of the resulting strategy.

The scope includes conducting a desk review to understand the organization's mission, work, and operating context, including prior strategies and relevant internal documentation. The provider will also review member strategies, global and regional solutions objectives and approaches, and available strategy documents from similar platforms or consortia.

Additional tasks include surveying the policy and operating context related to solutions for forced displacement, reviewing collective programming across members, updating planning assumptions, and identifying needs, opportunities, objectives, and possible cross-cutting themes for the strategic plan. The assignment also includes supporting the development of a light Theory of Change aligned with the 2026–2027 strategy and assessing the organization's value addition, unique strengths, regional role, and country-level connections.
