DESCRIPTION


The vendor will design, develop, implement, and institutionalize a sustainable strategic workforce planning capability. The work will include creating and maturing the methodology, tools, governance structure, analytics, facilitation materials, change and communications approach, and a repeatable annual refresh process.

Services will include program management and governance support; strategic workforce planning methodology and process design; team- and function-level workforce demand modeling; workforce capability, skills alignment, and competency architecture; workforce planning analytics, reporting, dashboards, and data governance; and communication management, change readiness, and staff adoption. The methodology is expected to connect workforce demand, capabilities, labor supply, risks, planning assumptions, governance, and reporting into a consistent process.

The vendor will also help establish the workforce planning operating model, ownership structure, and long-term governance process, including connections to budgeting, talent acquisition, workforce development, succession planning, organizational planning, labor relations, and departmental planning. Knowledge transfer and training will be required so agency staff can maintain the tools, facilitate stakeholder engagement, interpret outputs, and conduct future planning refresh cycles. Questions are due by September 4, 2026, and a pre-bid meeting is scheduled for September 2, 2026.
