The issuing agency seeks a consultant to provide strategic political and public affairs consulting services related to a long-term structural funding challenge. The selected consultant is expected to deliver strategic counsel, stakeholder engagement support, political intelligence, and campaign readiness planning to help guide the agency’s regional and local transit funding strategy.

Scope of work includes refining the public problem statement, developing a compelling public narrative, supporting coalition-building efforts, planning media and communications strategy, conducting stakeholder engagement, advising on policy positioning, and preparing for a potential future ballot measure effort. Specific service areas identified include strategic political counsel, funding options and investments package development, coalition and movement infrastructure development, media strategy, public opinion and political readiness assessment, and ballot measure readiness and campaign planning.
